Permendikbud ini sebagai peganti Permendikbud Nomor 37 Tahun 2017 tentang Sertifikasi Bagi Guru Dalam Jabatan Yang Diangkat Sampai Dengan Akhir Tahun 2015 yang dipandang sudah tidak memenuhi kebutuhan hukum masyarakat.
